After the evil Kingdom of Angmar was defeated by Gondor in 1977 T.A. these Northmen moved north and began to call themselves the Éothéod.
Shortly after the death of Vidugavia a small group of Northmen moved to the vales of the Anduin between the Gladden Fields and the Mirkwood.
In 2510 T.A. they responded to a plea of help from the trapped Gondorian army at the Field of Celebrant.

 Isengard - free-definition
After Calenardhon was given by Cirion, Steward of Gondor to the Éothéod and became Rohan, Isengard remained part of Gondor, although Gondor almost forgot about it.
The small guard intermarried much with the Dunlendings, until the fortress became a Dunlending fortress in all but name.
Isengard remained guarded by a small company, led by a hereditary captain, much like happened in Angrenost at the time.
