However, a Rhudaur player that goes evil early and joins the Witch-King in the fight against Arthedain will turn the tide immediately; the only hope is that Cardolan also arrives early, or that several Free Peoples come to your aid prior to enemy armies destroying all your towns.
However, if Dunland commits to the Dark Servants within the first ten turns, you might as well count Cardolan out of the action.

Joining with the Elves of Lindon and the fleeing remnants of Arthedain, they marched through the North-Kingdom and cleansed it completely of the servants of Sauron.
Gondor had to still be mainly concerned with the Easterlings, and Arthedain was very far away.

He tells us that "after Earendur owing to dissensions among his sons their kingdom was divided into three...." We are provided no cause for these dissensions.
Why did the line of the High Kings of Arnor and Gondor come to an early end with the death of Earendur?
Tolkien offers us only one comment on the reasons for the transition from the kingdom of Arnor to the three smaller realms of Arthedain, Cardolan, and Rhudaur.

 Third Age: Kings Of Arthedain
Arthedain held out against Angmar the longest of the three kingdoms of Arnor, but in 1974 the Witch-King finally triumphed.
With no kingdom and no people, his eldest son Aranarth declared his family's rule to be at an end.
Arthedain was initially ruled by the eldest son of the last king of united Arnor, and ever after caused friction with her neighbors by arrogantly claiming overlordship in times of crisis.

Therefore, either the fortress was in the hands of Arthedain, as suggested by the Unfinished Tales and the struck out passage in HoMe XII, or it was in the hands of Cardolan, which later assented to the rule of Arthedain.
The Kings of Arthedain, being the eldest direct line of Isildur’s son Valandil, claimed sovereignty over the other realms, but they did not acknowledge this claim.

It was the 10th king of Arnor, Eärendur, who was her last ruler, for after his death his 3 sons each laid claims of succession and from that day forth Arnor was separated into Arthedain, Cardolan and Rhudaur.
It was then that Amlaith became King of Arthedain, although as Eärendur's eldest son, many consider his line the true heir of Isildur.

White Council archive Re: Fall of Arthedain/Arnor Tolkien and the Inklings discussion
Later in Arthedain's troubled history there is no direct evidence that the area was ever subject to the devastation so many other areas of Eriador suffered.
Indeed at the time when Cardolan had fallen and the area around Fornost and the Baranduin were hard pressed by Angmar, The Evendim Hills may have looked very attractive as a settlement area and may have had a resurgence in population.
The choice of residence of Faramir as Prince of Ithilien shows that hill-land was not unattractive to the Dunedain nobility for settlement - as indeed does the Cardolanish settlement of the Barrow Downs.
