Commonwealth of Nations - Wikipedia, the free encyclopedia
While some nations of the Commonwealth, known as Commonwealth Realms, recognize the same person who is the British Monarch as their separate head of state, the majority do not.
The most important statement of the Commonwealth's principles is the 1991 Harare Declaration, which dedicated the organisation to democracy and good government, and allowed for action to be taken against members who breached these principles.
The common inheritance of the English language and literature, the common law, and British systems of administration all underpin the club-like atmosphere of the Commonwealth.

The more extensive forms of Commonwealth English and even some of those less used have their own separate, recognised dictionaries.
Philip Branford's A Dictionary of South African English was published in 1978 and the most recent edition in 1991.

English is spoken all over the Commonwealth either as a native or an official language, and the British monarch is the symbolic head of the association.
Speakers of English as a second language will soon outnumber those who speak it as a first language.

American and British English differences at AllExperts
This article outlines the differences between American English, the form of the English language spoken in the United States, and British English, which is used to denote what is more precisely known as Commonwealth English.
In Commonwealth English, some words of French or Greek origin end with a consonant followed by -re, with the -re unstressed and pronounced /ə(r)/.
Such speakers may be fluent in English within their discipline, but not generally fluent in English.

 English language - Psychology Central
An English speaker is often able to choose between Germanic and Latinate synonyms: "come" or "arrive"; "sight" or "vision"; "freedom" or "liberty"—and sometimes also between a word inherited through French and a borrowing direct from Latin of the same root word: "oversee", "survey" or "supervise".
English reform is an attempt to improve collectively upon the English language.
One of the consequences of the French influence is that the vocabulary of English is, to a certain extent, divided between those words which are Germanic (mostly Old English) and those which are "Latinate" (Latin-derived, either directly or from Norman French or other Romance languages).

 practise - Wiktionary
In Commonwealth English, practise is never used as a noun.
From Middle English practizen (variant of practisen) ← Middle French pra(c)tiser ← Latin prāctizāre, an alternative of prācticāre, derived from prāctica 'practical work' (← Greek πρακτικη (prāktikē), a nounal variant of adjective πρακτικός (praktikós) 'practical').
(UK): This spelling is only used in Commonwealth English.

While the spelling of the written forms of English exhibit a split which does run across from the educated form to the vernacular – separating the U.S.A. from the rest – this is just a consequence of spelling falling primarily under the control of the educated, even when writing in the vernacular.
Within the Tudor-derived clade, there is some sense in separating the English spoken in the U.S.A. from that spoken in the commonwealth countries that fall within this clade.
I'll refer to this clade as Tudor-derived, since its members diverged from England's English after the reigns of the Tudors.

There have been some who question my use of British Commonwealth English, claiming that, for an American-born writer and scholar living in the late 20th C., and especially as an educator in language arts, I of all people ought to be embracing the usage of modern American English.
If we are ever to unite this world by a common language, that language ought to be English, and not American English but the real thing.
Next, the use of Commonwealth usage represents a more enlightened world view.

Hurt feelings aside, there's the feeling among some that citizens of English-speaking Commonwealth nations should maybe get a free pass on the test, because being asked to prove that they understand their native tongue seems kind of, well, insulting.
And while there may be opinions on how well citizens of different Commonwealth nations handle the English language, there's no doubt that many of them actually do speak it.

commonwealth. The Columbia Encyclopedia, Sixth Edition. 2001-05
To Locke and Hobbes and other 17th-century writers the term meant an organized political community similar to what is meant in the 20th cent.
The Commonwealth in English history was the government set up by the victorious army power following the English civil war and the execution (1649) of King Charles I. The Commonwealth was dominated from the outset by Oliver Cromwell, who by the Instrument of Government (1653) was made lord protector of the Commonwealth.
The subsequent government is usually known as the Protectorate, though the Commonwealth formally continued until Restoration in 1660.
