 Elrond
Elrond was a master of wisdom, and at Rivendell he sought to preserve the lore and history of the Elves and of Middle-earth.
Elrond realized this, and he was troubled because he knew that if Arwen married Aragorn she would have to choose the fate of Men and give up her immortality, and thus in the end Elrond would be parted from his daughter forever.
Elrond said it was clear to him that the Ring must be cast into the fires of Mount Doom, even though he believed that when the One Ring was destroyed, the Three Rings of the Elves would lose their power and all that they had wrought would fade.

Elrond's speech is fascinating and so full of great information and history, though i will admit with dave that i had a bit of trouble with this chapter on my first reading and also mixed up sauron and saruman which makes things much more confusing.
Unfinished Tales has a good lot of information about the Nazgul and their movements - it describes how Sauron was reluctant to use his most powerful servants before he deemed it necessary.
I'll add some worthy appendix notes at the end of the "Council" review, so that you can bone up on anything that tickles your fancy.

This did not happen in the books and Elrond in fact raised Aragorn as his own son, for Aragorn's father Arathorn died.
This caused their parents to fear that they would be killed but instead they were taken up by Maglor who treated them with pity and kindness.
In the context of the books, Elrond's condition that Aragorn simply become King before marrying his daughter is a gracious gesture, especially in comparison to the extravagant demands of Thingol, and there is never any indication that he feels anything but love for his foster-son.

For some reason, it doesn't for the Council of Elrond's workbooks.
On the other hand, it turns out that the workbooks contain a fair share of unattested information, out-of context interpretation of Tolkien-made material, and the staff of CoE isn't exactly picky about criticising other people's work (often even without giving a detailed explanation), so for me this adds up to a rather interesting picture.
Thus, I deceided to treat the workbook as if it were a printed and published resource and present a review here rather than trying to engage in further discussion.
