As for JRRT getting House nomenclature mixed up, he was prone to such mistakes, and they don't represent shifts in canonical ideas.
The idea of the presence of Drúedain among the Edain in Beleriand is from ‘Of Dwarves and Men’, but in that text the Folk of Haleth are said to be the Third House.
