I think it’s easier to infer from this reference that Shadowfax and his ancestors were simply a remarkable line of reasoning, very powerful horses, much more in the nature of the Great Eagles than of the Valar incarnate.
He understood all that men said, and was as long-lived as they, as were his descendents, and mearas, "who would bear no one but the King of the Mark or his sons, until the time of Shadowfax."
