Parma Eldalamberon is being published about once every four years, and all issues except the last one are out of print, nevertheless, this is an improvement.
This was published as Parma Eldalamberon No. 12, edited by Chris Gilson, and in addition this issue of PE includes the complete Poetical and Mythological Words of Eldarissa (see §32 below), as well as an incomplete study of an early phonology.
Quettar hasn't been published in 6 or 7 years, though Carl Hostetter is still recommending that people send 6 pounds sterling for airmail delivery of a four-issue subscription.

After several delays, the full contents of the fabled Qenya Lexicon was finally published in Parma Eldalamberon #12 in the early autumn of 1998; the QL now forms a counterpart to the Gnomish Lexicon published in Parma #11 in 1995.
2) In the Etymologies, the Quenya word for "book" (parma) is derived from a stem PAR "compose, put together", identifying a book as a "thing that is composed", evidently referring to the efforts of the author.
Later, there is no hint that a Vala was etymologically a "happy one".

In our own, less-than-ideal world, it seems to be out of print most of the time.

Even closer to the tengwar is the Valmaric script, described in Parma Eldalamberon 14, which J. Tolkien used from about 1922 to 1925.
The sarati, described in Parma Eldalamberon 13, a script developed by J. Tolkien in the late 1910s, anticipates many features of the tengwar, especially the vowel representation by diacritics (which is found in many tengwar varieties), different tengwar shapes and a few correspondances between sound features and letter shape features (though inconsistent).
It features many tengwar shapes, the inherent vowel [a] found in some tengwar varieties, and the tables in the samples V12 and V13 show an arrangement that is very similar to the one of the primary tengwar in the classical Quenya "mode".

 A very long term project!
The original goals of this project were, before the publication of Parma Eldalamberon #13, to provide a package to typeset text using every mode Tolkien ever devised, but I will probably step back to a simpler task...
With the latest issue of Parma Eldalamberon it's finally proved that Tolkien experimented quite a lot with sarati and some stages seem to me incompatible with later developments.
I have spent some time carefully studying the available documents and at least one thing is clear: in the fictional history sarati were used to write only Q(u)enya (both Valarin and Ñoldorin dialect).
