The Forsaken Men of Rhudaur ::
Yet, there was no one among them who thought of ever returning to Rhudaur, and so The Forsaken lived their lives in exile.
In exile in The Coldfells, the true people of Rhudaur awaited their return, for they knew that time had to come soon.
Now, Rhudaur was freed from The Witch-King’s reign of Terror.

 Charting the Shire lines
So in all probability the Hobbits of Rhudaur remembered the tales of their grandfathers which led them to migrate west in the first place, and they must have had a few debates over whether the evil had followed them across the mountains.
Quite possibly, the last King of Rhudaur and his heirs may have died in battle trying to stem the tide.
All that we know is the Tale of Years says "the Periannath migrate westward; many settle at Bree" for the year 1300.

He was shocked by some of the tidings we gave him regarding the scarcity of population that we encountered in lower Rhudaur.
They brought back the body of the man to the King and he knew him to be Anborn, a Cardolani captain of the guard whom I personally had charged with heading the spy mission into Rhudaur.
In the back of an abandoned bear cave they found the decaying body of a dead man. His throat had been slashed and his tongue cut out.

 Good Night, Good Rhudaur
Rhudaur is always portrayed as an evil land.
And there were probably several reasons for the change, reflected in different periods and events in Rhudaurian history.

MERP - HILLMEN of the Trollshaws
Herein are told four tales of the Twisted Hill, stories that tell much of the unhappy history of Rhudaur and its peoples.
The warped shadows of Cameth Brin fall heavily upon the affairs of Men in this wild and bleak country, for they have succumbed again to the powers of evil.
Until the Third Age, few men dared to come near this dreadful place; many would-be explorers feared the presence of evil spirits, while others were scared off by the unnatural appearance of the hill itself.

 The Folk of Angmar
With more certainty we can say that the Men of Angmar escaped the worst of the Great Plague 1636 T.A as their lands lay in the less affected northern part of Eriador.
"...Rhudaur was occupied by evil Men subject to Angmar..."
There are very few references to the folk of Angmar and we hear of them only in relation to conflict with the Dunedain, after they had had come under the malevolent rule of the Lord of the Nazgul.

 TolkienWiki: Rhudaur
Relations among the three kingdoms (Arthedain, Cardolan, Rhudaur) were fractious, particularly between Rhudaur and Cardolan, who contested Amon Sûl and the Weather Hills (because of the palantir that was kept there).
Around 1300, the Witch-king established the realm of Angmar and began to wield his influence, and the quarrel of the Hillmen with Arthedain and Cardolan intensified.
Less hospitable and fertile than other parts of Eriador, Rhudaur was bounded upon the north by the troll-infested Ettenmoors, upon the east by the MistyMountains, upon the west by the Weather Hills, and upon the south by the Angle (where the Greyflood forked into the Loudwater and the Hoarwell).

 Argeleb I - Tolkien Gateway
Argeleb fortified the hills at Weathertop, and was killed in 1356 T.A. by evil men from Rhudaur.
Cardolan accepted this rule, but Rhudaur had by then fallen under control of Angmar, and resisted his rule.
Because the line of Kings had failed in the realms of Cardolan and Rhudaur, Argeleb claimed the Kingship of all of Arnor again, taking the royal prefix ar(a)- as a sign.

 MINAS BRETHIL
Frequently the Aran-onen-Egladil also claimed the second most powerful title in Rhudaur, that of Warden.
This wealth and influence manifested itself, for the heads of the Melosse family often counseled the King and served in powerful positions.
The Aran-onen-Egladil (S. "Lord of the Angle") was one of the five Great Nobles of Rhudaur and consequently one of the most powerful men in the realm.

THE TOLKIEN FORUM - Arnor and Gondor
After Eärendur, owing to dissension among his sons their realm was divided into three: Arthedain, Rhudaur, and Cardolan, Arthedain was in the North-west and included the land between Brandywine and Lune, and also the land north of the Great Road as far as the Weather Hills.
The fact that there was enough dissension amoung the sons to cause the division of the realm of Arnor into three petty kingdoms would seriously lessen the chances of the survival of the once great realm of the Dúnedain in the north.
Both Rhudaur and Cardolan desired to posses Amon Sûl (Weathertop), which stood on the boarders of their realms; for the Tower of Amon Sûl held the chief Palantír of the North, and the other two were both in the keeping of Arthedain.

Soon after Angmar was founded it waged war against the divided Dúnedain realms of Arthedain, Cardolan and Rhudaur.
Now under the Witch-King's control, Rhudaur in 1356 T.A. invaded Arthedain and in the attack, Arthedain King Argeleb I was slain.
Since the Witch-king was a vassal to the Dark Lord Sauron, it is presumed that Angmar's wars against the successor kingdoms of Arnor were done at Sauron's bidding.

 Third Age: Kings Of Rhudaur
When Arnor was divided in three between Earendur's three sons, the middle son took the portion that would become known as Rhudaur.
The resultant civil war left the north-kingdoms vulnerable, and in 1355 the Witch-King seized his chance.
King Argeleb of Arthedain's claim of overlordship was roundly rejected by King Aldor of Rhudaur, who (due to a break in the bloodline) was not an heir of Elendil and had an secret alliance with Angmar.

 Cardolan
After the death of its tenth King Eärendur, his sons divided the kingdom into the kingdoms of Arthedain, Rhudaur and Cardolan.

This was essentially achieved, helped by the kingdom splitting into three in TA 861 - Arthedain (which was ruled by the direct line), Cardolan and Rhudaur.
Additionally, the WKA also managed to lure Rhudaur to his cause, though by this time the country was populated by hillmen types (use the stats for Dunlendings).
The Great Plague of 1636 decimeted those left and by the time of the War of the Ring there were only a few scattered settlements.
