It is a beautiful story about how the Valar Ulmo, The Lord of Waters, out of love of the elves, sent for Tuor, a man, to be used as a messenger to warn the Elves that their hidden City, Gondolin, would soon be discovered by Melkor, who sought the destruction the the Elves.

You're right that Tuor was one of his favorite characters since the fall of Gondolin was the first story in the myth that he wrote.
In addition, Tuor’s story is one which Tolkien worked hard on integrating into his First Age saga; the fragment in “Unfinished Tales” shows a lot of time and effort put into the Tuor character.
As an eternal, perhaps Tuor was allowed to visit Aman and that is why he can be counted among the Noldor; he has truly passed the Circles of the World as humans do, and is permitted to have presence in Aman, but not in Middle-Earth.

Voronwë's story is mostly told in Unfinished Tales ('Of Tuor and His Coming to Gondolin'), and he is one of my favorite elves.
This is loosely based on The Silmarillion and Unfinished Tales.
His mother was Sindarin, and Ulmo loved the Sindar most of all the elves.

nothing much is said of him after he guides Tuor to Gondolin, but in the Book of Lost Tales, Voronwe (he's called Bronweg in the early version), escapes the Fall of Gondolin and sails with Earendil on his voyages.
The descriptive prose in The Land of the Willows section is wonderful, in all the early wanderings of Tuor in fact.
I love the description of him in the Lost Tales version of the Fall of Gondolin, wandering the coasts of Nevrast...

It wasn't until after the Fall of Gondolin did the Valar suffer any to reach the Undying land, as Earendil, Tuor's son, arrived wearing a Silmaril on his brow, and achieved the succour and forgivness of the Valar.
Here Ulmo delivers his prophecy to Tuor, warning Turgon not to trust in the strength of his city to withstand Morgoth's might.
Ulmo felt some pity for the Noldor in their plight, but the rest of the Valar were still wroth from the deeds of the Sons of Feanor when they led the Noldor forth from the undying lands.

Tuor was first fostered by Elves, then captured by Easterlings, who had been sent there by Morgoth and who cruelly oppressed the remnant of the House of Hador.

Tuor was certainly not the next person on my list of planned Sim characters, but after completing Beren, his name looked so lonely all by itself on the page for The Edain, so I decided he should have at least one person for company.
But I had absolutely no mental image whatsoever for Tuor.
So if he looks a little bit familiar, there's a reason: I finally got some inspiration from a photo of Johnny Depp, and used that as the basis for Tuor's facial features.

An interesting point raised by Morgoth's Ring is that corrupted Elven spirits may "answer Morgoth's summons" and go to him rather than to Valinor.

In Morgoth's Ring, when Elven marriage customs are being discussed, it is said that Elves do not have children during times of war, unsettlement, captivity, or hardship.
