 Umbar
Umbar was importent to Gondor both because it was there Ar-Pharazon, the last King of Númenor had landed and humbled the might of Sauron as remembered with pride in Gondor but also because of the hold upon the evil in Haradwaith it gave.
Umbar had always been of interest to Gondor but it was not before King Tarannon (T.A.830-913) the strength of Gondor had reached the heights that was needed for the task.
Ciryahir his son, King of Gondor (T.A.1015-1149) finally defeated the Haradwaith in 1050 and through the rest of his reign and his successors, until the Kinstrife broke out in the reign of King Valacar (T.A.1366-1442), Umbar was a provins of Gondor.

The noblewoman was the older sister of one of the character's would be girlfriend, that's now have been kidnapped while (apparently) traveling to reach his new husband in Dol Amroth.
Obviosuly, these secretive group of spies (more a secret society, composed of very old and once powerful noble families) has also OTHER plans, but the characters don't know them and also they don't trust their "allies" alot.
This because either the younger and older sisters are actually spies that secretely work to consolidate friendship between Gondor and Umbar in those times of incoming war.
