However, it is an objective fact that Newton's theory is closer to the truth than Newton's relative to these questions.
This is a weaker form of relativism than saying that truth is relative, but it is still as bad as option 1 because it still implies that there is no objective sense of progress.

Repin's teacher at the Academy, however, was appalled by the lack of realism in the painting, and he carefully itemized all the instances of Repin's distortion of verisimilitude by comparison with the academic canon which was for him the only guarantee of verisimilitude (i.e., from the standpoint of B2).
In other words, to the literary historians the realistic works of the last century represent the highest degree of verisimilitude, the maximum faithfulness to life.

 Poetics - Volume 9, Issue 2
Verisimilitude is the word used to capture any story's "believability." We all know stories in any medium that step over the line of believability.
Less obviously, the form or medium in which we experience a story can add to or detract from its verisimilitude.
Believability fails when we agree to live in a story's world for a while only to find that the story doesn't live up to its end of the bargain.

This is where generic verisimilitude comes into play.

 Karl Popper
Ultimately, the idea of verisimilitude is most important in cases where we know that we have to work with theories which are at best approximations—that is to say, theories of which we know that they cannot be true.
In 1974, Miller and Tichý, working independently of each other, demonstrated that the conditions specified by Popper in his accounts of both qualitative and quantitative verisimilitude for comparing the truth- and falsity-contents of theories can be satisfied only when the theories are true.
In this way, verisimilitude allowed Popper to mitigate what many saw as the pessimism of an anti-inductivist philosophy of science which held that most, if not all scientific theories are false, and that a true theory, even if discovered, could not be known to be such.
