The One Ring: The White Council :: View topic - The redeeming features of Weathertop
Weathertop was not as good as I would have liked it to be, but it certainly wasn't horrendous or embarrassing.
I'd like to point out that part of why Elijah's cry sounds like it does during Weathertop and again after Gandalf's death is because of his age and his voice at that age.
I'm inclined to think they are not alive enough.) On the other hand, regardless of the justification attempts, the book version makes no sense unless the Nazgûl are really stupid, and I think this is the worst flaw in the whole book.

 03-05-01: The Nazgul at Weathertop
The reason the Weathertop attack fails is because the Ring-wraiths (and Sauron) under-estimated the resilience of a hobbit to a Morgul-knife.
The Ringwraiths wear their nine rings (for mortal men doomed to die) and are thus under the complete dominion of the One Ring.
They fall back because they believe their goal for the attack - the stabbing of Frodo with a Morgul-knife - has been achieved.
